Sending attachments without opening them

Every time i try to send an attachment directly (without having to open it) from my desktop or another folder, OUTLOOK responds with the message "THE ACTION CANNOT BE COMPLETED." I would have to start outlook again, and click "insert file" before being able to send the attachment. Outlook is my default e-mail program
Is there a workaround this problem? Thanks.
