2.) When I hit the "send/receive" button, Outlook says it's trying to send

of 3 messages...but there aren't any in my inbox.
I'm guessing you have three POP accounts? This is a bug in Outlook 2007.
By default all your accounts will be grouped together into one Send/Receive
Group. When you do a Send/Receive it counts all the accounts in this group
and adds this to the number of emails in your outbox. Hopefully they'll fix
it in an upcoming patch or service pack, but here's what you do in the
meantime:
Click Options on the Tools menu.
Click the Mail Setup tab.
Click the Send/Receive... button.
In the list box you'll probably only have one group listed, containing all
your accounts. You can either create three new groups with one account each
and then disable this one (in case you ever want to revert to the default
settings), or create two new groups (with one account each) and then edit
the existing one to only contain one account. To enable or disable a group,
highlight it and check or uncheck "Include this group in send/receive (F9)".
Hope this makes sense. Once you've done it, Outlook will start counting
your emails correctly.
Sorry I can't help with your other problem. Some MVPs will no doubt be
along shortly, but I suspect they'll be requiring more information...
