Separating left and right columns of text evenly

I'd like to use Publisher to re-do a menu. How do I keep the menu prices in
an evenly spaced column to the right side of the text box? It would be
similar to creating a table of contents, perhaps?

Use a right tab. Pictorial help here

If you decide to go with a table, set the alignment to right in the second
column. This will line up the prices correctly.
