Server Options Greyed out

I want to add a sub web in Frontpage 2002 and the help tells me to use the
Server option on the tools menu. Unfortunately every view combination I have
tried before selecting the menu results in the option being unavailable. What
am I doing wrong?

The Server menu Item is only available in Server based webs, and only if the
host allows it.

You do not need the Server menu to set up a sub web unless you are also
changing permissions, and that *must* be done on the remote server -
permissions cannot be published. Simply create a new folder in the web,
right click it and choose "Convert to Web".
