Set default saving files to Read & Write

When I upload all of my Excel files created in Excel 08 (Mac) to my company's
server; my colleagues, all PC users, can only open these files to READ ONLY.

I tried looking in Excel's preference to reset the default to Read & Write
but haven't found it. The process to unlock them is tedious and frustrating.

Well, this is something your system administrator is doing :)

Excel saves files Read/Write by default. If you wanted to save it
read-only, you would have to explicitly set that option for each file each
time you saved it.

Ask your system administrator what's wrong with your network permissions.
