set up a webpage to download

How do a I setp a webpage that will allow visitors to download a program I
would like to distribute

Create a web page. Add a hyperlink on the web page that links to the
downloadable file. If it is an executable file, your best bet it to Zip it.

Noting that Kevin's approach means anybody can acquire the
file at will once they know the URL which will be posted to
warez websites if it has any value to those who will want to
take it without permission.

If the file has any value you need to hire somebody to script
a secure solution or use Google to find a script you think you can
hack yourself.
