Setting text size for HTML emails

Outlook 2003

I want to always display HTML emails using "smaller" text
size. However, everytime I change it to "smaller",
Outlook always reverts back to it's default of "medium"
text size the next time I open another HTML email. This
is very annoying.

How can I set the text size to default to "smaller" for
all HTML emails?
