Setting the number of blank lines between text?

I am trying to skip only one line after a piece of text, so I press SHIFT
+ RETURN. Sometimes on a given slide it leaves one blank line and other
times it leaves two. I checked the line spacing under format and it is set
to one line. Is there another way to control this that I am missing?
