Setting up a rule to BCC another email address

In Outlook 2000, is there any way that you can set up some
kind of rule to BCC another email address wheh you send
email to other addresses? I'm NOT looking for a free/paid
add-in to accomplish this but rather want to know if it's
possible to do in Outlook 2000? Can I do this with
a 'custom action' ? If so, how do I create this custom
action?

I believe all you have to do is click on the address book
and then select the BCC field then it will show up in your
compose mail. The default field are from: and to: only.
