setting up outlook

I just installed Outlook 2003 on a new computer.

When I hit the "to" button on a new message, the "select
names" box pops up with no names and "active directory"
showing; I then have to scroll down to get the directory
"contacts" with the names.

How do I make "contacts" the default directory ????
