Sharing Access Databases without a network?

I am a new user of Access, and have created a database
that I'd like a group of non-networked individuals to be
able to access to read and then email me back with
corrections/additions.

From what I have been able to gather, they all need to be
running Access 2000 on their individual PC's at a minimum,
and they all need to have MSSQLServer enabled and
running. The only way I have been able to send
information to my point person in this organization for
review and editing is to export it in the form of an Excel
spreadsheet. I can't email tables, reports, or forms
created in Access so that they can be read.

Everything that I have seen leads me to believe they all
somehow have to be networked together in order to share
this information, or else create a shared folder on
someone's PC that they can access remotely (which is also
a mystery to me).

a)is this do-able without setting up some sort of remote
server?
b) if this organization created a website, and their
members had Access 2000 or 2002 installed on their PC's,
would they be able to review the information contained in
the tables, etc.?

Any help with this would be greatly appreciated!
