Show ALL resources in a pivot table - 2003

I do a labor forecast for the engineering manager using the portfolio
analyzer. I show resources on rows and projects in columns. The
intersection of row and column is hours for the month of interest. The total
at the right is all hours for the month for that resource, across all
projects.

The normal behavior seems to be to only display resources with assigned
hours in that month. The manager wants to see all the resources, whether or
not there are assigned hours in that month. I have heard that there is a
checkoff in Commands and Options to select whether or not to filter the rows.
I can't find any such thing. Does anyone know if and where such a checkoff
exists?

To do this:
Right clcik on the pivot table in PWA, and select Commands and Options, on
the Report tab check the boxes to show empty row and columns.
