Shrink image frame

I have images of various sizes on a report header. They display fine except
that with small images there is a large amount of white space below the
image. I need to reduce this whitespace. I do not want to shrink the larger
images by reducing the size of the frame for every image, nor do I want to
individually reduce the dpi of every eisting image.
Is there a way of programmatically identifying small images and adjusting
the frame to suit?

There should be a canshrink and cangrow property on the frame that would
allow it to size.

Sorry Golfinray but this is a bound object box and it doesn't have canshrink
/ cangrow options in the property box.
What else can you suggest?
