Sign In Help!

I just installed the communicator 2007 on my computer and whenever I try to
sign
in it says Cannot connect to the communicator service. Please wait for your
system administrator to correct this problem and try again later. If the
problem persists, contact your system administrator. What exactly does this
mean. I've uninstalled and then installed 2005 thinking I would be able to
use the older version, but still I have teh same problem. I am
running windows vista OS. Thanks for any help
