Signature problem Outllook 2000-Office 2000 Pro SR-1

Can't insert signature. HELP points to Tools>Options>
Mail Format. My dropdown menu from Tools does not
show "Options" so I can,t proceed. Have already Re-
install Office and Downloaded all updates from MS. Help!
