I have seen this side bar, but can't remember where or how I found it. It's
very frustrating to have to open each Design set to wee what it looks like.

If you want to see the Design sets in the Task Pane, you need to be in a new
publication that was started with a wizard. Then go to View > Task Pane and
choose the Publication Designs Task Pane from the Task Pane drop down.
