I'm using PowerPoint 2000, is there anyway to insert a
sound and have it start playing from a certain point in
the track, rather than from the very beginning?

Not from a file. Your best bet would be edit the sound file and remove the
portion preceding the start point you want. You can find audio editors at a
wide range of prices and function by doing a search on google.com.
