Splitting Tasks

Hi,
I'm new to MS Project and using 2003. I am tracking the budegt costs (as a
fixed cost) for various construction projects that sometimes hit delays. If I
split the task and move the split portion forward the costs are shown as
being accrued in the weeks when we have the delay. How can I get the costs to
accrue on the dates the work actuall takes place or is planned to take place?
