Starting office/windows installer

I recently added Japanese fonts to my IE (6.0). I use Windows 2000 and have
both office XP professional and Microsoft Works.
Whenever I try to either open an office document directly from folder or
through menu/application shortcut, a window with the title "Windows
Installer" opens, runs for a few seconds and then shows a message that it's
either running on safe mode (it's not) or else it is incorrectly installed.

I tried removing, repairing and re-installing office XP but I don't get past
the installer.
What can I do?
