I understand your demand, I have several customers wanting just that.
It is not ALWAYS possible but generally speaking you can avoid most
deviations as follows:
In tools, options, Schedule make sure Default task type is Fixed units.
Verify all tasks are fixed units (you can insert the column Type in a gantt
Chart).
Now as long as you do not enter timescaled actuals all's fine.
The problem is that when you enter actual work say for a day larger that the
available work hours, Project will set the units for the assignment to a
figure larger than 100% - and no setting can stop that.
If and when this happens you can in Task usage view insert the column
"assignment units" and put that back to 100%; at least project will than go
on calculating on 100% basis even if it may change the displayed value.
