Substitute resources function - question

Does the Substitute resources function not work on Project 2003 Professional
or is it only for Project Server 2003? My project has skill sets are defined
for every task, I have a resource pool that has skill sets defined, when I
read the MS help file to try using Substitute resources it does not say the
Substitute resources will not work with Proj. 2003 Pro but I can not get the
icon to allow me to try using it to see what the Substitute resources
function will actually do on my project.... The icon can not be picked as it
is greyed... Am I doing something wrong?

AFAIK this is indeed a Project Server function.
Apart from its connection to Project Server Project Pro is identical to
Standard.

Do you have Proj Server? If so would you be willing to run my project on the
server and assign resources to my tasks and send it back to me? I have skil
sets ifdentified on the gantt view and on the resource sheets as well.

Jan, when server assigns names, do you know if it assign names smartly as not
to over allocate resources too?

I know it doesn't.
It proposes names and you select one; it doesn't assign.
