Synchronise data (.pst) files

We have a wan of 2500 users of Windows 2000 pro. There is a setup of a
network share per user with their My Documents folder contained within.

We use Microsoft Outlook 2003. The users archive their outlook to an
Archive.pst in their my documents folder.

Up until september this year one of our users with a laptop had his
archive.pst synchronising with his offline files so he could view
archived emails at home.
He then lost the archive file (deleted by accident) and we recovered
it. Since then when he right clicks on the file in My Documents on the
network and selects make available offline - it tries then fails saying

files of this type cannot be made available offline.

Why would this work one minute and not the next! Can anyone tell me if
they can also sync data files and so is a problem that can be resolved
(i've yet to find someone else who syncs their data file but am still
searching)

Thanks in advance :D
