I don't know of any "System Clean Up" feature in Outlook. There's a
"Mailbox Cleanup" on the Tools menu, but nothing like you describe. Please
state what you click to find it.
Under Folder list
Calender
Contacts
Deleted
+Inbox etc
Sent Items
+System Cleanup
Tasks
Outlook moves older mail to the System Cleanup in to thier
cooresponding folders. Then it will delete them. Auto
Archive in not enabled. I simply do not want Outlook
deleting anymore mail.

The "System Cleanup" folder you show is a feature of Exchange that
implements your corpration's mail retention policy and cannot be disabled if
your Exchange administrators have enabled it. Speak to them if it's a
problem. Alternatively, create a local PST file for yourself and move the
messages you wish to keep from the Exchange server to the PST. Exchange's
expiration policies can't touch local PSTs. Here's an article describing
Exchange's Mailbox Manager: http://www.winnetmag.com/MicrosoftExchangeOutlook/Article/ArticleID/21147/21147.html
