Table contents from a form

I'm not even sure if what I'm about to ask for can be done, but any and
all suggestions/help is very much appreciated.
I have a page set up with a table, to display a name, and a
corresponding number (for example, say the form has column for names, and a
column for the number of hairs on the left hand. Then, say a person "John"
has "5" hairs on his left hand). I was curious as to how to set the table
cell up to read the document from a submitted form (again, for example, I
want "John" to be able to sign in with the username, and password he has set
up for the site, and fill out a form each time he finds a new and/or loses a
hair on his hand, and then have the table read from the document where the
form saves rather than have "John" e-mail me each time the number changes,
causing me to have to make a manual changes) Also, I DO NOT have MySQL
available on my server, so I'm hoping there's a way to do it without having
to use the MySQL database, however if it's not possible, it's still
appreciated if you could supply the information of how to do this, as I will
contact my hosting provider, and upgrade my server with an SQL database.

You would need create a custom scripted solutions (ASP, ASP.net, PHP) running off a database.
