Tables and Layers

I am creating a BASIC website and am having the following problem:

I have a table with 3 rows and 2 columns. In the left cell of row 1,
I want the topic 'Baby Program' to be in the upper most part of the
cell. It starts out that way, but the more info I put in the cell, it
moves a little bit down. I want the cell next to it to say Food
Pantry'' having it to line up with Baby Program but it's just now
happening. The text doesn't line up when looking straight across the
columns. Can I get some advice.

As for Layers, when I add a layer and place it where I want it to
be,.... after looking at my page with Internet explorer or Mozilla, my
layer is not in the same spot I put it, it's shifted.

Again, can I get some advice.

For your cell issue, right click in the cell, then select Cell Properties, set as needed.
