Taskbar problem with sending only - newbie needs help!

I use Outlook 2003 and found this morning that the taskbar on the OUTGOING
mail (when I send) has changed. I tried moving it up and it is fine for that
send, but then returns to another place. Can you lock that taskbar so it
does not move? My incoming taskbar is fine.
