team assign defining workgroup manager for email

I am sending out team assignments, they arrive in outlook and can be opened
and populate as tasks okay. Problem is, no one can respond in email. They
have an error message reading "An error occured during initialization. An
error occured while saving the file. The data was not saved." Noticed that
in the reply email there is no "TO" is blank. Thinking I need to assign the
workgroup manager before I send all these out.
Any clues out there of what I'm doing wrong ????
