Telephone activation broken

First, the version in question is Office Basic 2003 OEM. I recently had to replace my motherboard. I guess there are two issues:

1. I don't know if MS will even let me re-activate, because it's an OEM version. Only the MB has changed, but will that kill it?

2. Office activation doesn't work. The online activation fails as expected, with the warning "you have activated up to the limit for your Product Key." But if I try the telephone activation, the dialog just disappears. I've completely uninstalled Office and re-installed, but the problem remains.

If your system is under warranty from the oem mfg, the installation of the
original software is covered. Check with your system builder if your warranty
date is valid.

My system was out of warranty, that's why I got a different (brand & chipset) motherboard in the first place.
