Template for 2003 and 2007

The environment I'm working in contains PCs that are running both Office 2003
and 2007. Are there compatability issues that would hamper my ability to
create a template in 2007 version, and email it to someone running 2003?

All of these systems have access to our Sharepoint 2007 portal, would it be
best to publish my forms to a web form (not sure that is the right term)?

If you have SharePoint then using a browser based form would probably be the
best solution.

Browser based forms do not require anything on the client so you could
design your forms using InfoPath 2007 and all your users would have that
functionality.
