text frame connect won't work

I have Publisher '98. Just today, when I click on Text
Frame connect (with a text frame highlighted) the small
toolbar with the connect/disconnect symbols doesn't
appear. I tried reinstalling Publisher, but it's still not
working. Anyone know what to do?
