{SNIP}

Paint is included with Windows. Look in {All} Programs, Accessories.

Office is not designed as a graphics image editing application. But to
work around this you need to use what you have at hand.

Windows Operating system provides MSPaint.
Office XP comes with MDI.

Use MSPaint to convert the jpeg file to a tif file.
Open the tif file with MDI
ADD the text.
Save the file.
Use MSPaint to convert the tif file to a jpg file.

I am sorry but by me it does not have the option of saving as tif, maybe it
has another file name.

Ok, different method. Do you have a program called "Imaging" in
Programs, Accessories? If So then use that to do what you wish to the
picture using Annotations. This method does not involve Office
applications at all.
