TOC keeps moving the text in the document

Hello,

I am a consultant and do a lot of proposals. I have a coverpage, toc (table
of content) and then the body of my proposal.

I start with I. Project X on the top of page 3. I've noticed though as I
am adding points in my proposal and then update the table of content, it
moves my text down or up.

How do I lock my text in to start on page three regardless of what the toc
is doing on page2?

The table of contents should never go to the bottom of page 2.

Hi Webtechie,

Insert a 'Next Page' Section break immediately after the TOC. Once you've done that, you can unlink the footer on the next page from
the TOC page and format the page numbering to start from whatever number you want (eg starting from 1, thus excluding the TOC pages
from the page numbering). You can also then re-access the footer for the TOC page and delete or change the format (eg to roman
numerals) for page numbers on the TOC pages.
