Toolbar button as New Menu

I want to put a New Menu object onto a toolbar but instead of text I want to
use a toolbar button picture. I can't seem to make this happen, I've even
tried copying the Line Spacing button because it has a drop-down arrow, but
this doesn't work. Is there anyway to use a toolbar button image as a Menu
on a toolbar? Thanks in advance.
