Toolbars not staying in position

Can someone tell me why the Office toolbars are switching positions? If I
open an email, the standard toolbar will switch with the default File - Edit
- View toolbar meaning they're reversed. This also happens with Word and
excel where the standard and formatting toolbars change positions.

Not sure what you're getting at. Can you explain? For outlook, we are using
Word as an email editor if this helps.

The Toolbar layout/position in Word is set in Word, the toolbar
layout/position in Excel is set in Excel. The Word layout is not used
for Excel and vice versa. Outlook has it's own toolbar layout and the
same with Powerpoint and Access. In other words "each application
maintains its own settings".

OK, how can this be fixed besides adjusting the toolbars for each app? If I
open Word, the toolbars are usually messed up where I have to add the
Standard and Formatting back. This also applies to Outlook and Excel.

Once adjusted, the tool bars in an application should remain in the
location you left them. You set it as you like in Word, close Word, open
Word and they should be as they were placed. If this is not the case
then the adjustments are not being saved, and then one must determine
the underlying cause. Insufficient permission? Default files being
restored? Is this a personal PC or a work PC, are you an administrator
or User. or perhaps logging onto the Guest account.

I know I have sufficient permissions since I'm a local admin. Is it possible
that the default template (normal.dot, email.dot, etc) could be corrupt or
changing this upon opening the app in any way? This is happening on a number
of machines I've built using an .ops file applied to each to keep the
settings the same. Are there other apps to date that can alter the toolbars?
For e.g. Acrobat.

You don't happen to have set a link, pointer, shortcut or script to this
".ops" file that will be run every time a user logs on have you? That
would definitely cause the toolbars to be reset. As for Acrobat, yes
that product will "load" it's Toolbar, and I'm sure there are others.

No shortcut or link every time the user logs on. The ops is run when we set
the user up for the first time. Then whatever the user does from there is
their own business. Could add-ons be causing this? Project Server Add-on?

That I don't know. What specifically is causing it, I can't say. All I
can do is suggest that you look for what is "rolling" back the changes.
Have you tried a Detect and Repair yet?

We've tried everything from clean installs on a pc running Windows XP that
wasn't imaged, to detect and repair, to complete uninstallations. The only
other thing it could be is the set of standards that are setup for the
toolbars. We have a number of icons that are added to help the user out.
Would that cause some issues?

Could try removing them and see if that cures it. Are they installing in
a separate toolbar or a "modified" standard tool bar?

The standard toolbar is being modied when the new icons are added, right? So
this would change the size and position of the toolbar?
