Toolbars submenu under View is missing - how do I enable it?

Have an Access database that was created a year or two ago - noticed that we
can't right click to bring up any menus on the tables. Also, when we wish to
go Customize our toolbars or reset them we're not able to because the
Toolbars submenu itself is missing from the View list on the Menu bar.
