toolbox disabled

I would like to add a text box to an already existing form, however the
toolbox on the view menu is greyed out (disabled). I open the form in design
view and I would expect the view -> toolbox to be enabled, but it isn't. The
database has an associated security file and I have entered the administrator
password. Could you please tell me what would cause the toolbox to be
disabled?

Hi,

Is it because the menus are switched off in the Startup Properties? Try
holding down the shift key while opening the database (after entering the
admin password).
