Tools startup allow full menus

Tools startup allow full menus

When deselect this option (Tools startup allow full menus) you will see only
(file-window-help)

My question is:

How can I retrieve all menu in menu bar by command button in a form

Example:

Click the command button

All the full menu appear a gain..
