Totals in summary activities

Some times happen that a summary activity has 99% and their sub activities
has, all of them 100%

Why is that?? And how can I solve it or avoid it?

Is there a resource assignment on the summary task itself? Do you have the
latest SP for Project (SP2 for 2003)
