I make a lot of use of "tracked changes" (Word 2002 SP2) and notice that
once I "accept all changes" the file size does not reduce, suggesting that
all changes are still recorded, but not accessible via Word.

Can third parties access my changes when I issue soft copies to them, even
though they have been "accepted"?

If so, how can I prevent this? (These are commercial documents used in
customer negotiations, so exposure of the "change" content could be quite
damaging)

Some stuff to try - if it reduces the filesize you are probably OK.

Save As ... this refreshes several document structures

Save As HTML - edit the HTML output for unneeded bits using
notepad/frontpage, reload into Word, save as Doc
