Tracking Changes

How do I "untrack" changes? I "disabled" changes in an original document, but when I copy to another document, those changes are still there -- even though change-tracking is not turned on. Is this a bug? Is there a way to just delete the attribute(s) that is (are) causing this phenomenon?
