license to this new pc, is it possible? how do i transfer it?

Rick,
I depends a little on what you did with your old PC. Do you plan on
keeping it? Some applications allow two installations, one for a desktop
and one for a portable while other applications only allow installation
on one PC. Check the End User License Agreement (EULA) for your version
of Project.
If you are NOT keeping your old PC, then just make sure to un-install
Project (any any other apps you want to keep) before you discard or give
it away. You might just want to re-format the hard drive to clear
everything. Or, if you are going to send you old PC to recycling, you
could just remove the hard drive and use it as a second drive in your
new PC. In that case, the whole issue goes away.
Once you have addressed your old PC, all you need to do with your new PC
is to install your apps from your original CD. You will have to
re-activate them once they are installed. If you don't have the original
CD you will have to buy new versions.
Note: Just for reference MVPs do NOT work for Microsoft. We are only
volunteers so what I am telling you is general information based on my
own experience.
Hope this helps.
