Transferring PST file

In the past I've always moved my PST file over to the new computer, and all my data and POP3 email accounts transferred fine. But this time my emails transferred but not my POP3 accounts. I'm using Outlook 2003. Any suggestions?

Mail account configuration data has never resided in the PST.
Still doesn't.
