Transparent background

In PPT 2003, I have a small picture with a white background. The slide
has a tan background. How can I make the picture background
transparent? I tried the "Set Transparent Color" tool from the Picture
toolbar and nothing happened.

What type of image is it?

You might try this: right click > save image as > png. Then reinsert the
picture and use your transparent tool again...
