Trouble installing ON2007 Mobile

I cannot install mobile to my PocketPC with WM2003 Second Edition on it. Is
that the problem? I can see nothing on the site that limits it to WM5.
Error is on my mobile says that the .cab file is not a valid Windows CE
setup file.

It won't work. WM2003 SE is only supported with Smartphones, not with
PocketPCs. For a PocketPC, you need WM 5. Sorry.

No way without.
