Trying to renumber section breaks

I have a large manual that is broken down into 5 main
sections and has a Cover page, a Table of Contents and an
Introductory section at the front of the document.

I can successfully number the section pages as follows: 1-
1, 1-2, 1-3, etc. for Section 1; 2-1, 2-2, 2-3, etc. for
Section 2 and so on. I need to add a title page, table of
contents and the intro section in FRONT of the 5 main
sections. The intro section needs to be numbered as i,
ii, iii, etc. If I use page breaks or a next page section
break between those front sections, it screws up my
Section numbers because it seems the first part of the
document as a section.

How can I change the Section number so it can start at a
number I tell it to? (Like when you want to start page
numbering and a different number). I don't see an option
for this.

Well, you can't. Instead of using the { SECTION } field in your page
numbers, you could use the "Include chapter number" feature (but this
requires you to have numbered headings). If the document will be printed
(not used electronically), you might try printing the "front matter" at the
end, where it will be the last section. After printing, just move that
material to the front.
