Trying to sync my notes to audio as accurately as possible?

I use OneNote for an unusual purpose. As a lawyer, I summarize audio
recordings and then in court I am able to instantaneously play the portion of
the audio if they lie or give a different version of events in their
testimony. In order to prepare for this, I copy an MP3 file into a OneNote
page and then I run the audio and start summarizing the audio as close to
verbatim as possible right on the same page. Sometimes I have to stop and
rewind a bit but that doesn't seem to affect the results.
This raises a couple of questions for me... 1) are the typed entries
"synced" with the audio at the moment they are typed, or when the "Enter" key
is struck. This makes a difference to me because sometimes there is a pause
in the "action" and I need to know whether to hit Enter and wait for the
person to speak or wait and hit Enter just as the person begins to speak
again. 2) is OneNote actually linking the audio to any notes I type while it
is playing or is OneNote using the audio search function to search for a
place in the recording that matches my typed notes.
