Turn on Insert command in Publisher

When I am using Publisher the Insert key on my keyboard doesn't work in
Publisher but does in other things like Works etc... How do I make Publisher
recognize the "insert" key so that I can type over existing words without
having to highlight/delete the words and then replace them with new text?
