typing text on full page picture

Are you asking how to do this?

Create a text box, type your text, and insert your picture on the page

Change the Order of picture to "Send to Back" and make sure that the layout
properties of the picture are not set to wrap.

Is your image already grey scale? There is an option on the picture toolbar to
change a picture to grey scale. The picture can also be put on the Master page.
