Unable to activate publisher

I have a Windows 2003 Terminal Server - Office 2003 Professional.
Word, excel, powerpoint work fine. Publisher closes when trying to
create a new file. I have determined that the problem is that it is
not "activated" This is not a trial version and was a clean
install.

When I try to activate under "help". I get a "feature in not
available" hit ok and the program closes. Does anyone have any
clue on getting this activated so we can use the program?

No luck... This does provide steps on activating publisher but the
problem I am running into is that I get an error message (feature not
available) and publisher closes. Never getting to the point of either
being able to call or activate over the internet. ...

This was posted on the Misc. Office Group by Peter Foldes. It might be helpful:

In Win 2003 Server Enterprise (which is what I am running on one system)
Publisher will not work if Terminal server is activated. Workaround is to
disconnect the system from Terminal Server and THEN install Publisher. After you
can open back up the Terminal Server.

1st Publisher
2nd Terminal Server
