Unable to login to PWA

I have two environments running on the same server. Production works well,
however my second instance doesn't.

I receive error:

Project Server was unable to log you on at this time. Please try again
later. (5006)

Any ideas?

Sounds like the database behind your second instance might be down/offline or unreachable for some reason. Did you check that?

The test button works. I always follow the 2732a documentation to a T and
saw frontpage server extensions. I did accidently install this before the
install, but I uninstalled after everything was configured and it's still
doing it. One more thing, if I type an invalid password, I get a different
error.

I assume you've ensured your second instance is using a different port from the first? We use port 80 for our production instance and port 81 for training/testing.

Are you looking at the logs of the host machine to see what's actually happening when you try to connect?
